The National Communications Authority invited comments on a proposed Electronic Communications Bill intended to replace the Electronic Communications Act, 2008. The official notice says the proposal aims to modernise the framework for electronic communications, broadcasting and digital services while strengthening consumer protection, privacy, cybersecurity and universal access.
For communication teams, the important work begins before a final law is passed. Build a stakeholder map covering regulators, customers, employees, media and civil-society groups. Record which statements are confirmed provisions, which are policy intentions and which remain open to consultation. Regulatory language should be translated without stripping away caveats.
A practical issues log should cover licensing, infrastructure sharing, service claims, data handling, complaints and accessibility. Assign an owner to each topic and prepare short answers that can be updated as the proposal moves through review. Avoid presenting a consultation draft as settled law.
